Look at your condo documents and determine where responsibility lies. If your condo management is responsible for the maintenance of the exterior of the building, then they have an obligation to do the work.

Never take action on your own accord. Don’t hire someone to paint the exterior of your condo. If you do this, you will likely be on the hook for the payment and your condo management will probably not reimburse you.
